Government intends bringing new amendments to 20A during the Committee Stage … AG’s disclosure before SC

Attorney General Dappula De Livera on Tuesday submitted that the Government intended to bring amendments to the Bill at the Committee Stage during the debate in Parliament.

He was making submissions before th e five-member bench of the Supreme Court hearing petitions challenging the Twentieth Amendment to the Constitution Bill.

In his submission, De Livera said:

“I have received written instructions from the Government along with the proposed amendments that the Government intends to introduce certain amendments to the bill at the Committee Stage. I am making this statement as a matter of disclosure.

According to the proposed committee stage amendment in respect of clause 31, it has proposed to delete lines 6 and 7 and substitute the following. There shall be a qualified Auditor General and subject to the provisions of Article 41A, be appointed by the President. The Auditor General shall audit all departments of the Government, the office of the Secretary to the President, office of the Secretary to the Prime Minister, the office of the Secretary to the Cabinet of Ministers, the Judicial Service Commission, Parliamentary Council, Secretary General of Parliament and so on.”

Attorney General Dappula de Livera with acting Solicitor General Sanjay Rajaratnam, Additional Solicitor General Indika Demuni, Additional Solicitor General Farzana Jameel appeared for the Attorney General.

The Five-judge bench comprised Chief Justice Jayantha Jayasuriya, justices Buwaneka Aluvihare, Sisira de Abrew, Priyantha Jayawardena and Vijith Malalgoda.
